White Paper

Libya’s mobile banking boom has a security mandate. Does your bank have a plan?

CBL Circular 18/2026 (Mobile Banking Security Baseline) is in effect. This guide maps what every Libyan bank and e-payment company must implement, and how Group-IB’s Fraud Protection platform and Cybersecurity Services align with each control domain.

Why this matters now

Libya processed LD 765 billion in e-payment transactions from January to August 2026 alone, nearly double the full-year 2025 total of LD 389 billion. Over 4.29 million users rely on mobile banking. The CBL governor expects transactions to exceed LD 1 trillion by year-end 2026. CBL issued the baseline in direct response to a Criminal Investigation Agency report on rising electronic fraud.

Compliance is mandatory. Banks must develop controls beyond the baseline according to their risk profile.

What you will find inside

  • 10 control domains and 48 requirements in operational terms
  • A consolidated mapping of the requirements to Group-IB Fraud Protection and Cybersecurity Services
  • Where responsibility sits with the bank vs. Group-IB vs. the bank’s EFMS
  • How session-level detection, behavioral biometrics, and device intelligence address fraud prevention requirements
  • How Penetration Testing, Incident Response, and Incident Response Readiness Assessment cover cybersecurity testing and incident management

Libya’s mobile banking adoption has been extraordinary. The security infrastructure needs to match it. That is exactly what this baseline demands, and it is what we help banks deliver.
